Did the Washington Post Write an Impeachment Article the Day Donald Trump Was Inaugurated?

People at DU might have noticed that Donald Trump Jr. has been pushing the talking point that the Washington Post published an article detailing how to impeach Donald Trump shortly after he (Donald Trump) was inaugurated. Is that true?

Didn't Number One talk radio host Rush Limbaugh say we must ensure Obama fails?

Didn't Darrell Issa say his goal was to launch a new Congressional investigation of Obama every single day?

Wasn't the Number One Cable TV News channel finding phony Obama scandals (tan suit, spicy mustard, feet on desk) everyday?
