It's a nice way of saying "Get your ugly ass out of my hearing," just as "Bless your heart" means "Holy crap, you're stupid!"

Rep. Trafficant was expelled in 2002 for accepting bribes from his friendly neighborhood crime syndicate. Rep. Myers, 1980, for accepting a bribe to lobby on behalf of a foreign national for asylum in the US. And a slew of Representatives who backed Confederate secession during the Civil war.
