Why is there such a thing as a "facility for deported veterans"?

Why in God's name does that exist? Why is Tammy Duckworth having to spend her Alive Day in Tijuana talking to US veterans we have deported? What kind of bullshit is this?

Anyways: it is a thing, because we live in the Worst Timeline, and here's its homepage. God forgive us.

Not that anybody deserves to be homeless, but my God, can we not even manage that? (I'm in the American Legion and my post spends a huge amount of time and money trying to find housing for vets in the national capital region. We shouldn't have to do this. We should just get to drink beer and watch football.)
