The little voices in his head overrule everything. Trump is looking like nothing so much as Malfoy's buddy Crabbe in Order of the Phoenix when he sets the room of requirement on fire because he doesn't know how to handle his wand. Trump doesn't understand the functions of government, and he's just setting everything on fire. Nunes and his Republican cohort are fine with that, and if the country burns down, they feel like they'll come out unscathed on the other end. Unless something goes horribly wrong, like the people suddenly discovering the highest law of the land is the Constitution, not Donald Trump's worm-eaten brain.

Not only does he not understand, he considers all of that a hindrance to his deals. All he wants is the power, the adulation, and the use of the U.S. as leverage to gain more of everything for himself.
