I don't think we have a name, but State Department lawyers determined that withholding the aid was illegal, and subsequently the funds were released.

Schiff didn’t hit back on that point immediately. Maybe I missed it but Jordan looked so smug with his smirk like he just broke the whole case down with that point when we all know trump didn’t do it for the good of Ukraine.

The State Department decision, which hasn’t been reported previously, stemmed from a legal finding made earlier in the year, and conveyed in a classified memorandum to Secretary of State Michael Pompeo. State Department lawyers found the White House Office of Management and Budget, and thus the president, had no legal standing to block spending of the Ukraine aid.

What was the "legal finding"?
