Actually, it is. You see, the federal bribery statute, 18 USC 201, defines bribery to include attempted bribery. It's enough to "seek" a bribe - you don't actually have to pull your illegal scheme off.

I guess in Foxworld, a driver pulled over for speeding who holds out a $50 bill along with his license and asks the officer, "Whaddya say we forget all about this, huh?" would not have committed a crime until and unless the officer accepts the bribe.
In the real world, not so much.
