with the already scheduled CNN interview to announce the investigation of Biden and his son, which trump wanted in order to release aid.

The whistleblower coming out blew that plan out of the water and the already-allocated by Congress money had to be released.

if you plot a murder of someone for days on end, load your gun, drive to their house, knock on the door and then wimp out, you're still guilty of planning the murder. Laws vary in states, but planning a crime and not carrying it out doesn't mean you're innocent.
