11. I honestly don't think it was Swalwell even though his movement matches up. He would have admitted

to it. He's got a really good sense of humor.
He moves like that when he talks and did a little movement at the beginning. I think there was a slight pause in his speech because he either heard it or was just emphasizing a word. It's funny as hell either way.
