The statement was not dropped for being a bad idea as Sondland tried to say earlier. It got dropped when the whistle blew the next day, AUG 12.

...Trump does. And he wasn't signing nothing--even though the Congress had already authorized it--until he got what he wanted. That's why he's in the trouble he's in.

The President is plenty powerful, yes, but not THAT powerful. That's what Trump didn't/doesn't get.
