Is the Ukrainian situation a conspiracy between the Trump administration and a foreign government?

Mueller didn't find a conspiracy between the Trump campaign and Russian govt to interfere in the 2016 election. But does the evidence revealed this week in the House Intelligence Committee show a conspiracy between the Trump administration and the Ukrainian government to interfere in the 2020 election?

The Ukrainian government clearly understood that the Trump administration was demanding at least an announcement of an investigation into the VP Biden and his son as a condition for the release of military aid. The Ukrainians acquiesced to that demand and were negotiating an opportunity to make the announcement of an investigation on CNN. Is that evidence of a conspiracy? It seems that way to me.

Is the Ukrainian situation just a continuation of his tricks from 2016?

I'm hoping your question is not along those lines but it isn't clear.

If you believe that the Ukrainians were somehow involved in influencing the 2016 elections, please supply more information.

Why would they want to? They are not particularly rich/powerful and have no inherent reason to antagonize a protector. However their biggest enemy, Russia (dump's friend) is an antagonist of both the Ukraine and the US.

What I'm suggesting is that Trump is continuing his tricks of conspiring with foreign nations for election help.

His actions with Ukraine seem to validate the fact that he probably did the same with Russia. It's all the same to him, just another year.

Russia and US could be at this point if they have conspired to do this to Ukraine in order to make it easier for Russia to swallow the Ukraine up. That would be the conspiracy. Obviously this was meant to frame the Ukraine government and have something to hang over them for the purpose of remote control.
