the other 40% in the middle are unintelligent and/or uninformed and/or not interested and/or too busy and/or (fill in probably 1 of 50 more variables) and that 40% are the ones who ultimately decide an election. They could probably reasonably be pulled each direction based on some random issue.

In 2016 (besides Trump cheating of course) people were interested because he is a celebrity, he is perceived to have good business sense, they like someone who communicates directly and doesn't bullsh*t them (lying is different), so he won. I think *most* of those people see him for who he is now, which is a scam artist.
