and nobody up until now has been able to effectively go in and arrest the criminal.

The system has been created at a time when everything went 'slowly' but it's not fast enough today.

Wilbur Ross is probably in mid-sentence right now, but mumbling so softly that you may "think" he's being quiet.
Mnuchin - well, he's busy at Neiman Marcus and Tiffany's now - Christmas, you know - gotta' keep the "little lady" happy in the way to which she is accustomed - so he's not had time to do trivial things like, well, you know, his job.........
