The Viktor Leonov, a Russian surveillance ship, has returned to international waters off the southeastern coast of the United States and is operating in what two US officials told CNN is an "unsafe manner." CNN's Brian Todd reports.

BTW - back in the 80's, we'd get underway from Naval Base Norfolk and run into these Russian "fishing vessels" all the time.
These fishing boats... brimming with radar and EW "stuff" would just follow us around for a little bit and then go back to waiting for the next ship to leave Norfolk.
Never had one not follow basic seamanship rules though.
