You still have to have some serious computer power but even a talented amateur can change faces and/or audio and create an alarmingly persuasive video that has no basis in reality.

There really is nothing completely trustworthy any more. Audio, video, images can all be modified and be made to look authentic if you have the computer, software, time, money, and data.
