(167,112 posts)that Congress HAD to pass legislation in order to change the stipulations and type (color) of the funds to allow it to cross fiscal years because it could not be spent or even obligated by the end of the fiscal year (where if it had not been obligated, it would be required to be returned to the Treasury).
I know working for the federal government for 30+ years, there is always the end-of-year insanity of getting funds spent and/or obligated before September 30. And I expect with this type of expenditure - with weapons systems, etc., there is a huge contracting process that could never have been completed in time.

He also noted that the hold was for the entire $391 million.

In pursuing the removal of the corrupt Lutsenko, as was the position of this very distinguished body (motions to the senate chamber). Also related that his pursuit matched with that of the UN and IMF.
Then he went on to say it was the Ukrainian government that removed the prosecutor, not Joe Biden.
Eta: Can a fellow DUer rewind and review this section? I may have not captured this section accurately. I am currently, as Im writing this during the dinner break for the 1/22 Senate Impeachment trial, am unable to review as Im watching live streams. Its possible that he said Shokin and otherwise referred to Lutsenko. Its also possible that Im generally confused about this timeline. See comments 88, 97, and 98 for further context.

Don't know what happened here. The house managers' preparation has been excellent throughout.

On the one hand, it's a trivial point and has nothing to do with the substance.
On the other, it's the kind of trivia that gets seized on by the kind of dishonest attorneys on the Trump side.
It's the particular burden of trial attorneys: You can't afford to make any mistakes, even small ones.

(36,631 posts)Trump & Giuliano had already been working to do a deal with Shokin. The Ukraine election screwed that up for them, so they wanted Zelensky to bring Shokin back. Trump called Shokin "very good" -- trumpspeak meaning for sale.

(167,112 posts)Shokin had been universally considered corrupt and was finally removed after Zelensky got in. Lutsenko succeeded him and started throwing out all the phony investigations that Shokin had started.
The WH has been trying to make it appear to be the reverse with Lutsenko as being "corrupt" for refusing to investigate the Bidens and insisting that Biden had forced the removal of Shokin because of his son.
So don't accept the Drumpf version when it comes to who was prosecutor (from what I understand too, Hunter was no longer at Burisma after 2014 and Shokin wasn't even in the role as prosecutor until 2015 - 2016).
