Lawyer Philbin said this morning that a Congressional Committee had to have the
vote of the House before they issue a subpoena. That just doesn't sound right to
me and if that is false doesn't a large % of the rest of his argument suck dirty ditch
water?

Last June, the House authorized the chairs of the relevant committees to issue subpoenas without having to go back to the full House for a vote.

That is my understanding.

before formal impeachment investigations started
i believe that's why no subpoenas were honored
it was finally shot down by a fed judge
the repugs are just dragging up bs again
