Unfortunately, while Mr. Hamil may be a talented actor, a constitutional historian he is not.
Clinton testified:
1. In a deposition in the Paula Jones civil case, and
2. Before a grand jury convened by Independent Counsel Ken Starr, under an Independent Counsel law which was allowed to expire in 1999 - during the Clinton administration itself.
But, no, Clinton was not forced to testify during his impeachment, so it is a tremendously uninformed question with a false factual premise.

He most certainly was forced to testify PRIOR to impeachment, but his answers were used as the basis for his impeachment.
Totally unlike Trump.

Thats an exceedingly simple and obvious fact.
I identified the two proceedings in which he was required to testify - the civil suit and in an IC investigation under a law which no longer exists.
