BALTIMORE (AP) Kweisi Mfume has won the Democratic special primary in Maryland for the congressional seat that was held by the late Elijah Cummings. The former NAACP leader prevailed in a crowded primary with 23 other candidates Tuesday. Mfume is trying to regain the seat he held for five terms. He stepped down from the office in 1996 to lead the nation's largest and oldest civil rights group. Democrats outnumber Republicans by more than 4 to 1 in the district that includes a significant portion of Baltimore, as well as Baltimore and Howard counties. If he wins in a special general election on April 28, he will serve out the rest of Cummings' term. Mfume would have to stand for election again in November to win a full two-year term.

In this race, the winner of the Democratic Primary is almost certainly the winner of the general election.
Keep in mind that this race is for the unfinished term of Cummings. He will have to run again in the April primary for the full term.

(22,243 posts)If no one gets 51% ov the vote, then there is a runoff of the top two candidates.
We have a 12 way for the US Senate nomination, so there will be a runoff. Also TX-24 has 6 candidates so there will be a runoff there as well. I am sure there are others around the state
I hate runoffs. Nobody votes and an outlier can win because of that. Back in 2012
there were 10 candidates for the Republican nomination. the runoff was between Cruz and Lt Governor David Dewhurst, who was one of the last of the almost normal republicans. If we did not have the runoff rules, Dewhurst would have been the Senator, not Cruz. He got 49% of that 12 way race. The difference in the vote for the primary and the vote in the runoff was 300,000 votes. The original primary total was probably 30% OF the total electorate.
