Its one of several lawsuits. The judges threw it out on a technicality arguing the members of congress as individuals did not have standing. They did not rule on the merits.

pipeline too but they may have standing issues also. It may be that impeachment and conviction will be the only way to get him on this. This is why winning the Senate and keeping the House is critical in this next election.
