Question about the Presidential Medal of Freedom

Can another president revoke it? I know Obama didn't revoke Bill Cosby's because there wasn't a "precedent." But could another president revoke the one give to Rush Limbaugh?

The next R POTUS revoke Ted Kennedy's...VP Biden's, John Lewis??

My point is that if "Medal of Freedom" start getting revoked.....it won't stop with just 1
