Just like he couldn't "fire" Yovanovich (but just reassign from the Ambassadorship), anyone who is a civil servant can't be summarily "fired" on a whim. In the case of the NSC, those positions are "appointments" that they apply for (and for civil servants, as details from somewhere else). And in their cases, they are different from Sondland who WAS a non-FTE (non-civil service) "appointee" (Schedule C) who could be "fired".
