I'm sure that statement is pedantically correct -- that DPRK has not reported any cases to the WHO.

The WHO is correct, but the data they have is likely incorrect. NK doesn't openly share data.

However, there are rumors of COVID-19 having been introduced to NK, probably via illegal trade with China. It's not verifiable, though.

... not much international traffic coming and going on a daily basis. So the incidence of person to person infection rates might be significantly lower. International human traffic is way lower than other countries might experience.

The math and percentages are working very much in their favor.
