What is Kelly afraid of?

One of the authors of "A Very Stable Genius" was interviewed on the Newshour tonight. He was asked why Kelly waited a year to speak out about Trump (apparently he did today or yesterday). He said that Kelly, like so many others, was afraid of Trump's retaliation. But Kelly isn't working in the government anymore, right? What kind of retaliation can Trump inflict on these people?

Legally he can be summarily recalled to active duty and charged under Article 88, contempt toward officials.

Given Trump's current vindictive rampage, ...

He, like a lot of people Trump has stepped on, are playing by the rules that have been ingrained in them. Trump has thrown out the rulebook and it's taken them a long time to come to grips with it.

It's the same reason the entire GOP House and Senate (minus Romney) are afraid of him. They're all as dirty as Trump, and Trump knows it. He likely has the goods on all of them, too. No way a scumbag like Kelly has clean hands, either.
