I think he needed a new short list of massively corrupt individuals from which to make choices for future appointees to his administration.

That, and he is sending a message to everyone to do what he wants, regardless of how illegal and corrupt because he can and will issue a get out of Jail free card, no matter how nefarious their acts to worship him......

and I think it's trumps way of normalizing letting criminals free before he pardons a number of people in the trump/russia crowd.

They are messages.

More than that, they don't really work as "distractions" from the DOJ disaster, because they actually just point directly at it.

Giuliani wanted Milken pardoned.
It was a message to Giuliani.

And that wasn't the only message.

Some people on Twitter say everything is a distraction from something else, often getting it backwards.

That the distractions have to be really bad just to distract us. In any other administration what Trump is doing as a distraction would be a scandal. Now it's just a distraction from the much bigger scandals that are constantly and continuously happening. It's all terrible.

stay quiet and you could get a pardon after November.

He doesn’t have to do it, which would let Stone be forced to testify; Trump just has to remind him that he COULD do it. That allows him to manipulate a witness in his scheme.
