SCOTUS Russian Repug (in)justices already ruled drumpf gets to decide what is and isn't an emergency, so therefore the House/Senate have no say because drumpf just steals whatever money he wants for his donor/Russian made wall and supine SCOTUS guts the constitution over and over again for it's fascist president of choice.

my thought. If the house defund it, he would just steal it from some place else.
