drumpf doesn't want to spend even one penny to help others when he can't rake off a percentage or get any kickback from it. So he cuts it because it could help poor people and doesn't help him or the other oligarchs. He'd rather spend $$ on Russian and other donors defective steel wall which falls over, can be climbed in seconds and which is very easily cut. He gets a lot from that - Russia steals another election for him and keeps him out of jail.
