People in homes under self-observation/quarantine...
You realize that they really don't even have a good grip on transmission. Hell, the mailman, going from house to house could be a fucking carrier.

(7,733 posts)Maybe a short form on a phone app or something. Pay people a little something to do it. Delay a year?
Based on the 2000 and 2010 census, it can be expected that 70+ percent of the responses will be by mail. In addition the census questionnaire can be completed online. (I'm not sure if online forms were available in 2010, but if they were, they probably weren't used as often as they can be expected to be used in 2020). It won't be until May that door-to-door follow ups with the non-responding homes start up.
So the question really is, what will be the status of the outbreak two months from now. The most immediate impact could be that the Census Bureau may have trouble hiring as many people as they think they need for the door to door follow up effort.
