Do you mean doctors? He could cut funding for scientific research and other medical funding and make their lives much harder. He probably already has, so he can threaten to cut it even more to keep them quiet.

He has done so much damage, it might have slipped by. He could have made cuts here and there that no one noticed, especially if he did it before this Corona thing came up. I don't know that, but even if he hasn't, he could threaten them with it.
