2. As to who "Victoria" is...

She was Joe (Mr. "Wait...WHAT!?" )'s fiancee. They got engaged back around the end of 2009, but Wiley never really took up with that story arc again, so she's one of those cartoon recurring supporting characters who disappears for years.

Kind of like how The Boondocks' Jasmine never showed up in the strip for a long while, so Aaron McGruder acknowledged that by having her come back from (IIRC) living in Europe for two years, and Huey never even noticed she was gone.

4. I've always enjoyed the Non Sequitur comic. I had the thought that a cruise ship that banned
