(39,181 posts)Passing a law doesn't mean they go away. The people you need to worry about don't care about such laws. If they are willing to kill people than a misdemeanor penalty is no deterrent.

(374 posts)Government agencies operating domestically have been exempt from every gun ban going back to the beginning, and still in force from the NFA forward.
That's always been the problem, that blatant violation of the letter and the spirit of the Constitution so law enforcement could have its suppressed full auto SBRs and incendiaries, maybe the odd armed APV. If it hadn't been for those exemptions we would have settled what were and were not reasonable restrictions on defensive weaponry 80 years ago. It's not a difficult thing.
Now there aren't hundreds of millions of magazines in the US, there are billions of them. All these technical regulations have ever done is put law abiding people in legal jeopardy...and sell a lot of weapons.
Oh yeah, and lose some very critical elections. The last federal AWB gave us Gingrich and W, how many lives did that cost?

(15,804 posts)ANYTHING that will reduce mass shootings.. The wacko's are out there. They are gonna do what they are gonna do.. If someone is going to kill lots of people quickly would they choose a gun or a knife. I've seen countries with strict gun laws have wacko's killing people with what is available.. A knife or a car/truck.They kill far fewer people than with a gun..
We aren't going to ban knives or cars but we can do something..... anything to stop mass shootings..... YMMV

(81 posts)as a Californian i would love if our laws were more like yours. there would be fewer restrictions. most of those firearms that were used would be considered illegal in California.
i also believe other factors were involved, what they could be i have no clue.

(11,996 posts)Cut-off capacity. NY tried 7rnds and that was struck down as arbitrary, so it became 10rnds.
You would certainly need to avoid the grandfather allowances- as mentioned millions and millions of mags are out there. Even during the federal AWB those built before 94 were legal to purchase and own.
NYs Safe-act attempts sort of makes such guns and mags will be a 1 generation thing - for those who complied. You can have them but they must be registered - and are untransferrable.
The types of penalties for violating the magazine possession laws you describe will indeed need to be harsh, if owners are expected to turn them in. Also, LE would have to agree to enforce them.
