The Army Corps of Engineers doesn't build...it uses private contractors to do the building!!!!

This idiot has no clue...and all those people are still vying with each other to see who can shove their tongue up his ass, the farthest!!!

That would work in a lot of ways. A lot of guardsmen have actual skills.

They oversee contracts (very well I might add), and check and balance. This would require a design-build contract.

Congress needs to up the max a KO can award via signature without going to the PARC up to $5 million.

Have them mobilize immediately and begin repurposing some military buildings into makeshift hospitals.
