How about the first time a patriotic Betsy Ross hands them a lot of one or two hundred masks and because she hasn't been tested and has the virus, she passes it on to several hundred medical personnel?

You could make the same mask with four cloth ties instead, as long as you have the pleats.

and they said that it was getting scarce. I managed to get 18 feet of it, I don't know if they'll accept ties, but it makes sense if elastic can't be found..Thanks for the tip.

We used them in the OR, and they had 4 fabric ties, no elastic. No reason they wouldn’t suffice now.

However, elastic can be repurposed from old clothes. My grandmother used to -removed elastic, trims, zippers, pocket bags, buttons and lace--really anything that could be reused from old clothes before making rags/patches out of them.
