Pre Pandemic exercise by Trump admin Last year? NYT

This is curious and if true probably will start some truthers conspiracy theories that the Coronavirus was really a 2019 911 setup!
Administrations supposedly do these and other kinds of "exercises" or "simulations" all the time.
Interesting read one way or the other.
