The president can sign a bill by autopen, I see no reason why Congress can't vote remotely

It wouldn't be changed by legislation (which includes the House) because the Senate sets its own rules and they can decide for themselves.

Congress still wrote the bill and approved it by vote, but the president has to officially sign it to make it into a law.
