Their stats may also be off but there is no question they enacted a massive quarantine enforced by the military.

People were 100% locked in hotels by themselves under guard not able to even open their doors, and anyone who traveled in any questionable zones were required to self quarentine for 11 days under the same restrictions.

They basically locked down cities/provinces. They built new hospitals in 10 days. They rounded any who was effected and forced non ineffective to stay indoors. US cannot do that. My gf family is from Wuhan and they written to her that dont not envy us in the slightness.
Authoritarian rule is definitely bad for in regards to people liberties, but are effective in control plagues. US are still not taking the virus seriously. I still a ton of ppl outdoor are socializing.

they certainly took drastic actions with respect to hubei province and international travel.

but i have a tough time believing there aren't a ton of cases outside hubei province, and getting into the more rural areas.

it's entirely possible that their actions might have been very effective in the cities in hubei, but also that they're missing and/or deliberately under-reporting cases from other areas.

They forced the social distancing and took it seriously. I have a friend who works over there. He explained how they did it so effectively and didn't let people run around spreading it all over the place and took it seriously from the get go. He also predicted America was going to have problems because of how we are handling it. Getting people in America to pretend they are not stubborn stupid asses and leaving the social distancing as voluntary was a recipe for disaster from the get go too. There are far too many stupid (and proud of it) people in America who will tempt fate and not listen to health experts. Not making the social distancing mandatory for the safety of all of us has let it spread and become a nightmare. Plus, having Trump the Moron in charge hasn't helped either. He wants everyone to go back to work already so he and his rich donors can start back making money, hand over first, at the expense of the other 99%'s health and lives. He'll get it too.
