Both Clinton's are intelligent and capable politicians, but I'm not sure funny is an adjective I'd use. Then again, I was a 7th grader when Clinton left office. I've heard that whenever Ronald Reagan thought of a one-liner, he would write it on an index card and then go through his index cards and insert them into speeches his writers prepared for him. Some comments like George Bush's "Got wood?" comment or Obama's about "horses and bayonets" are genuine, but I sometimes wonder how often speech writers script out jokes for a politician to read out.
