We are losing the patients and also the doctors and nurses that are caring for them.

At least I've seen it done in CA when state firefighters died.

If anyone knows the rules clarify - but that would really drive it home.

Governors can proclaim it for their states including state facilities. Someone like president of Cabinet (maybe) can proclaim it for federal facilities.

But they're at half mast in NC for a recently deceased NC House Rep (not US Congress). Unsure if cause of death is the Sars-CoV-2 virus.
