How did the idiot come up with 38 million for the population of Seoul?

One theory is that some WH staffer googled Seoul and saw "38 m" which is its elevation; 38 meters.

Saw this on Morning Joe and had to google it myself. Can they be this incompetent?

I have students who'd read that as 38 meters, others who'd read that as 38 mass, others as 38 momentum, some as 38 million and others (a causa de espanol) as 38 thousand.

It's like those who round 1.33 x 10^8 as 1.3.

Can't get them to slow down and actually think. "What's 38 mass mean? Or is 38 momentum noticeably more than 380 momentum?" Why? Because there's a TikTok they have to watch, or they're worried they'll be disliked if they don't text their friends back quickly enough.
