Not 100% sure about Federal procurement but the rules generally follow the same standards.

Emergency procurements usually are for crashed roofs or crumbled bridges. Things you can't wait for Requests for Proposals or Invitation for Bids. WE NEED IT NOW! Type things.

If that's what they are doing, unless there is some sort of executive waiver, that's really stretching it. Repeated purchases of the same thing as Emergencies should send up red flags.

I still haven't heard how Trump is renting out rooms a Mar a lago above the GSA per diems.

I'm sure Trump's golf course is requiring a significantly higher rate for any "emergency" reservation vs a normal reservation by members and their guests. (who by the way are allowed to rent at even a much lower price than the higher regular price charged the SS.)

His trick in Mar a Lago, is to only rent rooms at a ludicously high monthly lease rate, even if the rooms are only needed by the secret service for a few days that month. (the rate doesn't apply for members and their friends of course)

Frankly, I'm surprised that Jared and Ivanka haven't started the same grifting at all Trump properties, only renting carts for a obscene monthly rate.........and only offering to rent rooms at a ludicrously high monthly lease rate, even if the carts and rooms are only needed by the secret service for a few days that month. It was rumored that the secret service needed many of the carts to be able to travel at high rates of speed, much faster than normal golf carts. So the Feds bought a bunch of them, and just turned them over to Trump's golf courses. And Trump was allowed to "rent" them back to the Secret Service and pocket the rental fees for them too.
