Regional buying groups that get resources (people and supplies) where they are needed most to get the hardest hit areas taken care of first. Then those resources can move to the next area where they're needed. Problem is who coordinates it. FEMA should be able to do these tasks...SHOULD. But, they're not doing it.

I forget what states he said were working together.
