Idiot (and a murderer possibly, in not allowing these sick persons off when they needed aid and help).
It wasn't their fault that the virus seems to thrive on enclosed environments (which a ship is), and thus, by keeping these people onboard longer than need be, they caused the spread even more so, onboard, possibly, by keeping totally healthy people to remain on board.

It's not as though this country is doing a uniquely bad job of dealing with this virus. A surprising number of others, even some you wouldn't expect, like Sweden have not done what they should have done to slow the spread.

We don't have the ability to produce that many that fast. Government's not going to maintain that kind of infrastructure for each and every worst case that could be posited. Businesses certainly won't.
