I got a FB post yesterday saying that Jimmy Carter left a worse mess for Lord Reagan than Bush left Obama.

if at all. Carter was post-Vietnam; he became a symbol of our wounded pride. Obama has ended one war, is ending another, and has killed OBL in the process. He has a 20-point lead on foreign policy over Romney. Different era, different circumstances.

With that, banging the war drum irresponsibly, which Mitt and the Right will do, will only remind most people what they don't want from their next President.

Hoover... despite his ideological faults .... was mostly unlucky.

He was better equipped , intellectually at least, than the GOPers who preceded him and in some ways , better-equipped than FDR. ( Not as good a president, of course, but that's a different question.)

Point: Hoover wasn't as bad as we made him out to be and Carter was much better than the GOP wishes to remember.

I don't think the tactic will resonate much. For most of the reasons laid-out by Beyond Geography, among others
