Catch 22. No tests, can't prove there were cases.

The colossal failure -- failure to move quickly to implement widespread testing, tracing, and quarantining as soon as a test was available Jan 13 -- is being twisted into some sort of "positive" by this psychopath (no testing, no cases, cool!).

There is a reason the Feds ordered the state of Washington to stop testing samples that had been collected for an ongoing flu study for coronavirus. They know we would find cases in January that would prove the virus was already spreading -- that cases were "building up."

As it is, WA only found one early case because they DID test those samples before the Feds put a stop to it.
