- scheduled newscast
- an on-the-spot news event

while the details can be quibbled, the FCC will probably assert that the daily televised briefing would fall into the "on the spot news event" category.

a few other things:
- equal time only applies to over the air broadcast stations. cable outlets are not licensed by the FCC so they are not subject to this provision.
- if equal time was granted and the FCC subsequently ruled that the equal time provision was not applicable, the equal time provision would be triggered but this time in Trump's favor.
- This is still an active provision. You may be confusing "Equal Time" with the "Fairness Doctrine". while similar, they are not the same.

Which was one of my biggest concerns with Bloomberg being taken seriously in the nomination race at all. Mike took his ball and went home. He spent half a billion dollars on ads for his own campaign, promised a basically bottomless war chest for the eventual nominee, then slashed his actual contribution to $18million and laid off the staff he had promised to pay through November "no matter what":
