What do unintelligent people mean when they say "stupid"?

I’m confronted on a daily basis with people unwilling to do social distancing because it’s “stupid”.

What are they trying to say?

2. It means they feel contemptuous of things they don't understand correctly.

They won't back down until it's too late and something either affects them or, if they have them, loved ones.

4. What it means, I think, is that it's something they've decided they don't want to do.

So they call it "stupid" in order to justify their decision.
