If the Pope was going to do that he would probably start in Italy and Spain.

and even those who are Catholic have already sold their souls to Satan. The Pope would have to perform an exorcism on them, not just an excommunication.

So, if they get into the business of excommunicating people for political reasons, this would be a strange thing for them to start over.
They never got too excited over things like war, either.
