4. Let's phrase it as a spike in the # of tests that are positive.

It's the tests that are spiking, not the number of infected people.

If 10% is infected and you test 10,000, you get 1000. Test 20k, you get 2000, which isn't twice as many infected, just twice as many tests.

In other words, it might be a function of the # of tests and not the # of sick.
