As much as he wants to be, Donald Trump is not in charge. He is in no position to declare that people get back to work by May 1st.

That is the decision of Governors. TRUMP cannot order the States to open for business when testing for COVID-19 is lacking in most of the country.

The truth is, Trump is spooked by the spike in Unemployment claims for April, the unemployment rate of a possible 30%, and his Re-election chances. He knows Democrats are going to pounce hard on all of his failings and blaming.

4. Many have forgotten the ALEC

Group full on assault against organized Labor as well as most working people after the Lehman and 2008. Every Republican run State adopted their Legislative agenda meaning,those states put in place new rules limiting access to various Social Welfare Programs. Unemployment Insurance was just one of those with draconian rules and regs. As well as Food Stamps and Housing assistance as well as Medicare and Medicaid State Paid portions. Another was Workers Compensation Program which in some states have a dollar cap as to how much is paid per claim no matter what the end results are.

Can not imagine only receiving three or four months Unemployment when we know full well,many will never be recalled before ten to twelve months. Most of the Red States do not even have Reemployment Opportunity programs in place.
