In this case, its a good thing for Osaka prefecture.

It contrasts sharply with American Republicans' "could you please move over there to die so that I can pass" worldview.

I know he doesn't really DO anything, but it would be nice to have him out of the way to let the people that so know what they're doing to get on with it.
(We had a guy that was a little like tRump in many ways in our shop once. When he left we used to say that losing him was like gaining two people.)
