That's his pattern. Now, all he has is a bad thing, and he's trying to foist all responsibility for dealing with it off on the states.
Short of PPE supplies? "That's the state's problem. I'm not a shipping clerk."
No widespread testing? "Not my fault. The states aren't doing the tests."
Ineffective treatment? "Try the Hydroxy!"
People of color dying in disproportionate numbers? "I dunno.

Those are just some of Trump's lame excuses for not doing anything of any use in this pandemic.
The nation is waking up to not really having a President who takes action to help save their lives. Trump is doomed!
The buck never stops with Donald J. Trump. He will attempt to pass it along to others every time.

Maybe thats why the Dotard appeals to many religious people. Not sure if I should add
